McENany was born on April 18, 1998, in Tampa, Florida to Michael McENany and Leanne McENany. He attended the academy of the Holy Names and then majored in international politics at the Georgetown University Foreign Service School in Washington.
McENany then went to the University of Miami School of Law and then Harvard Law School. At the Miami law school, he is the recipient of Bruce J. Winick Award, a scholarship given to the top 1% of their class. In 2018, he graduated from Harvard Law School.
